BOATS AND SHIPPING
The New York Harbor and parts of the Hudson and East Rivers were closed to regular traffic. Port Authority marine terminals in New York and New Jersey are open. All gates are operational. The Coast Guard is regulating vessel operations in the harbor, including restricted vessel movements in the East River. These restricted movements are limiting access to the Red Hook Container Terminal.
